Der Softwarepark Hagenberg wurde 1989 von Univ.-Prof. Dr. Bruno Buchberger als Spin-off der Johannes Kepler Universität Linz (JKU) gegründet und unter seiner Leitung weiter ausgebaut.
Die oberösterreichische Landesregierung, unter dem damaligen Landeshauptmann Dr. Josef Ratzenböck, finanzierte die Renovierung des Schloss Hagenberg. Landeshauptmann Ratzenböck bat den Mathematikprofessor Univ.-Prof. Dr. Bruno Buchberger daraufhin um ein Konzept, wie in der wirtschaftlich schwachen, ländlichen Region inmitten des Mühlviertels Wirtschaftsimpulse entstehen könnten. Die Antwort Buchbergers war der Softwarepark Hagenberg, den er als Spin-off der JKU Linz gründete. Buchberger übersiedelte damals mit seinem Forschungsinstitut RISC (Research Institute for Symbolic Computation) von der JKU Linz in das neu renovierte Schloss Hagenberg.
Schon damals wurde der Grundgedanke des Softwarepark Hagenberg – die Vernetzung von Forschungsinstitutionen, Ausbildungseinrichtungen und Wirtschaftsunternehmen zu einem Themenschwerpunkt – von Buchberger festgesetzt.
